Anders Høgset (born 1954) is Chief Scientific Officer (CSO) in PCI Biotech AS in Oslo since April 2001, and he was also CEO in the company from 2004 to 2008. He holds a PhD in biochemistry from the University of Oslo. Earlier employments include: senior scientist at The Norwegian Radium Hospital in Oslo, senior scientist and project manager at Nycomed (now GE Healthcare), scientist at the University of Oslo.

Photochemical internalisation (PCI) is a technology for enhancing and targeting drug delivery by illumination. PCI is ideally suited for delivery of nanomedicines, but works well also with several other types of drugs. PCI can be combined with other means for drug targeting, giving multiple levels of treatment specificity. An ongoing clinical study (phase I/II) where PCI is used to deliver the anticancer agent bleomycin has given very promising results.
